Dear Youry.
Many thanks for your letter of the 31st August
enclosing copies of further telegrams between the
Bank of England and Rogers about the possible removal
of the Chinese Government Banks to Hong Kong, and the
draft of a cable from the Bank to Rogers.
There seems to be no harm in a branch of a
belligerent government bank carrying on ordinary banking
operations in a neutral country; subject therefore to
the views of the Colonial Office, to whom I am sending
a cony of this letter, we concur in the draft.
